I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.

What steps should I take if a postal carrier overlooked my mail

Shakita, I'm not sure what you mean by the postal carrier overlooked the mail. Do you mean that they looked inside it when they shouldn't have? If you know this for sure, I'd call or visit your nearby PO and speak with a delivery supervisor. It would seem hard to prove though I don't know the details in your case. If you meant that the postal carrier overlooked an outgoing piece of mail and forgot to take it, I'd recommend making it very visible to them next time and if it becomes a problem, please leave a note saying "please take outgoing mail. Thank you". I hope I have answered your question whichever way you intended it.

I was also wondering...The flag on my mailbox is broken. Is there another way to let the mailman know that there is outgoing mail? Or should I either buy another flag or put a note saying there's out going mail?

I don't know the answer to this, but if you bought a replacement flag that is able to go up and down, it would certainly help. As long as I'm stopping at a house to deliver mail and there is outgoing mail which is easily visible I will know to take it with me whether or not a flag is raised. The possible confusion comes on a day where there is no mail to be delivered to your address. In that case a letter carrier may not stop if there is no flag to notify of outgoing mail. Where I deliver mail (Long Island, NY) most addresses receive some type of mail daily (a local flyer or gov't mailing, advertising, etc) so this is rarely a problem. In your part of TX, this may not be the case so I can't really comment on the significance of having an operational flag.

If something is sent to the wrong carrier facility, how is it solved?

It is very common for mail to arrive at our carrier facility but it should have been sent to the one where the mail is addressed to. If that happens, the clerks in our office will put all of that mail (and packages) into a piece of postal equipment labeled "misspent mail" or "loop mail" and be sent back to the processing plant. Usually it will then be sent to the correct facility the following day. 

If you go to deliver mail but see there is a For Sale sign out by the mailbox will you keep the mail or still deliver it to the mailbox?

When a house is for sale, I will continue to deliver mail there unless the current owner/occupant has moved out and I don't see a new name on incoming mail. In this case, I mark any incoming "resident" mail as "vacant" and either discard it or return it to the sender depending on the class of mail. Once I see a new name on incoming mail, I commence delivery to that house. I don't know if this is the correct procedure, but it seems to work out fine. Thanks for writing.

How long does it take a package to clear from international sorting centers

I don't know the answer to this. My guess is as long as it isn't being held in customs for further inspection, then it should clear in a couple of days. When I see items from overseas that is postmarked it seems that it took 7-10 days total from when it was mailed. I'm just going on observation here and don't have any inside knowledge on what the goal is to clear international packages for delivery.

If i put money in the letter and sent it by mailing to my neighborhood would the postman see the money that is inside and still it

It is generally not a great idea to send cash through the US Mail but I think it is highly unlikely that a letter carrier would be the one to steal anything out of the mail. Most of us don't even think twice about what is inside an envelope as we get probably a couple of thousand envelopes each day to deliver. It is also unlikely for a letter to get stolen at all. If you are concerned about this and still want to send cash in an envelope I would wrap the money in a sheet of paper so it can't be seen through an envelope. If it is inside a greeting card we wouldn't be able to see it.

Yes Trina, mail is delivered Monday-Saturday every week of the year except for 10 Federal Holidays observed by the USPS. Black Friday is not (yet) a Federal Holiday. ????
