I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.

Recently we had a change in postal carriers. Our old guy was very efficient and kind, always greeting us. The new guy is gruff, speeds through the neighborhood, rude, forgetting mail from time to time. We miss our old guy! Are we stuck with this guy?

Unfortunatley, you are probably stuck with the new carrier. Do you know the reason that there was a change in postal carriers? Some of the reasons are: a change in the territory that makes up a route, a carrier chooses to leave their route for another one, or a carrier retires or transfers to another office. When this happens, the route often goes up for "bid", and the most senior carrier who desires to do the route that includes your street gets that assignment. It is not based on how friendly, efficient, or safe that this carrier works. There are plenty of letter carriers at the USPS who won't win congeniality awards or hard worker accolades.  There is very little corrective action that can be taken as long as the carrier shows up for work and doesn't get into any motor vehicle accidents. I don't know how you would feel about calling the delivery supervisor to voice your concerns about the new carrier and the safety of their driving as well as them forgetting mail, but you could do that. I don't know what kind of response you will get or if it will change anything, but I don't think it would hurt to mention it. Those qualities are very unprofessional and unsafe in a letter carrier. There are some of these carriers at the office where I work as well. I try to have as little as possible to do with them whatsoever. I'm sure this problem isn't uncommon in the USPS and most other companies. Thanks for writing to jobstr for advice.

We are a small office but we have outgoing mail every day. Our mailman comes every morning before our office is open, even after asking him to please try and come after 9am. Is there any other way to remedy this, or should we just run to the mailbox?

I must admit that does sound a bit early that the mailman arrives before 9AM daily. The more common comment is that mail deliver is later in the day that people would like. We generally have no control over the order that we deliver our mail routes. The routes are set up in a certain order of delivery and mailman are usually under a time pressure to deliver their routes and be finished in a prescribed amount of time. I believe your best remedy is to go to a mailbox (formally known as collection boxes) before the pickup time printed on the label inside the lid to ensure your outgoing mail will be processed that day. The man at the Orange, MA post office says he's been opening up my packages. I noticed no customers go there anymore. Another woman told me he also did it to her. Can he keep doing this to customers?

That sounds absolutely wrong what is done. The only time that a worker can open a package that i know of is if it is Media Mail. That class of mail is subject to inspection if a worker wants to verify that the contents qualify for the Media Mail rate. Does the worker say why he opens then packages? I haven't heard of your situation before. 

Ok. Thanks for the info. The fence gate is placarded BEWARE OF DOG. The young carrier enters anyway with my dog barking aggressively & wife tells him to not enter. He enters anyway and gets nipped in leg. What now?

The letter carrier should not be putting himself in that risky situation. Is it possible for you to relocate your mailbox outside the contained area where your dog is? I don't believer a letter carrier wants to bring out your mail each day not knowing whether or not he will have safe access to your mailbox. Again, I am not sure why he would enter the fenced in area when told not to. With regards to getting nipped in the leg, I am not sure what happens next. I wouldn't worry about it if you aren't contacted by the post office regarding your dog.

do the mailman usually run on saturdays and what time do they start and stop running?

I'm not sure what you mean by running. Saturday is a regular delivery day for the USPS. As far as I know, nobody delivers any faster or slower on a Saturday. For those carriers that have routes with businesses that are closed Saturday, they may get done with their routes sooner. In this case they are sometimes given other duties to make up for the "undertime". In my office, those carriers usually do a collection run or deliver Express Mail or help out on another route that is overburdened that day. Deliveries where I work are usually made between 9:30 and 4:30. Thanks for the question. 

If I don't empty my mailbox for a week or two, but it is not full, is my postal carrier allowed to post notes on my door demanding I empty it and threatening to send it back?

Jordan, first of all, thank you for writing in to this Q and A board. I don't know the rules as far as sending back mail because you haven't emptied your box for a week or two and your box is not full. If I were the letter carrier, I would just continue to deliver mail until the box is full and then probably return any future mail endorsed "box full" to the senders (or discard the mail if it is unendorsed Standard Class mail.) I don't recall ever coming across this situation in my postal career, but if it came about I'd probably ask my supervisor for direction. It is not in my nature to leave any notes (esp. threatening ones) for the most part.

Yes the NALC represents us but Ithought that after 90day probation that your supervisor had to issue a warning before termination &/or try to put an employee in a different craft. I am currently trying to file a grievance.

Thank you for the NALC information. Definitely see if you can file a grievance for the mgmt not giving out Progressive Discipline. Again, if it is a big mistake like leaving the engine running or having a motor vehicle accident, maybe that couLD go straight to a letter of removal.
