To clarify; if the ball is rolling towards out of bounds, a player stops it and he goes out of bounds ; can he come back in and pick it up?

Again, if in the opinion of the referee, the player purposely stepped out of bounds then it is a violation. If his momentum carried him out, or if he was pushed then no violation.

Player is in-bounding ball - fakes a pass that cross plane and defensive player touches the ball - what is the call? Also, is defense allowed to steal or knock ball since ball crossed the plane but still in possession of in-bounder?

If an in bounder crosses the inbounds plane the defender has the right to touch the ball or rip it out.

Sometimes a ball will rest/balance itself perfectly on the bracket & stay.So what happens on a last sec. shot to tie/win the game. Seems like they'd just have to stay all night to see if it falls thru. What would you do in this situation.

Give it a couple seconds to move. If not, the shot is over and so is the game.

Now days knee pads are very common. We love the idea in that it promotes effort and aggressiveness but... if a player starts to slide, then grabs a loose ball and.. continues to slide another foot or three... Is this traveling?

If a player has possession of the ball and slides it should be travelling.

I see too many arguments over camping out in the lane. I think lack of calling three second is the cause. Advantage in my experience has always been to the camper because I have to work harder to prevent entry passes in front of rim.

I respect your position but in my experience coaches mark down the refs who call a lot of 3 second violations - it just feels like a cheap call that interupts the game too often

Can an offensive player who is continuously dribbling be called for five seconds?

The violation is that a player is "closely guarded" for 5 seconds. Note it includes a stationary player holding the ball, dribbling in place, and dribbling on the move. Being closely guarded by a defender for a continuous 5 seconds is a violation.
