I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.
Your mail shouldn't be returned because you don't pick it up daily. I've never heard of any obligation one has to pick up their mail at any specific interval. If the mailbox fills up, I know mail can be returned but I'm not sure if that means the overflow mail or the mail in the box already. In my experience it's very common for mail to be left in the mailbox for days. It doesn't bother me one bit and it's rare that the mailbox gets so full that action must be taken. Without knowing any further details, it sounds like your letter carrier is being a jerk and looking for conflict rather than providing quality service.
Jay, I don't know what happened to your package. It would be odd for a package from TX bound for GA to wind up in OH once already being in GA. My guess is that it was somehow missorted and put on a truck or plane to OH. As long as it was addressed properly there is a very good chance it will soon make it back to GA and be delivered to you. While I can't guarantee this, it would take multiple sorting and delivery errors for you not to receive your package. There will be a delay of at least a day or two until you finally receive the package (assuming that you do receive it).
That's a great question Cindy that I don't know the answer to but I'm embarrassed for the USPS that they would tolerate such lying. I believe if a letter carrier actually attempts to deliver a package or piece of accountable mail they should ring a bell or knock on the door and wait a minute or so before leaving a PS 3849. I know that Amazon.com wants all of their Prime parcels delivered by a specifc date and if they aren't at least attempted, maybe someone in the USPS supervision is held accountable. I'm not really sure. I have seen in our office that parcels that weren't delivered (either missorted or the carrier missed the house and didn't have time to go back) would get an "attempted" scan which is false. I've never done this nor have I ever been asked to do it. I'd refuse because it is dishonest. It also confuses customers when the package may say "attempted" when tracked and the customer knows full well that an attempt wasn't made.
I don't think so. The request has never been made of me but generally once mail has been delivered it would seem to be in the possession of the recipient even if they haven't actually retrieved the item from their mailbox. I've also never heard of anybody else having this requested so my advice for the future is be careful what you mail because it is almost definitely a one-way trip.

To be honest with you, I don't know that there is any way to get the letter carrier removed from your neighborhood for the reason given. Has this affected the delivery of mail to your house? If so, I would recommend talking to a delivery supervisor or manager at your local post office. As long as your dogs are secure and the screen won't break and your mailbox isn't too close to the door, the letter carrier should deliver your mail as they would anyone else. I am not sure who has the ultimate authority whether or not it's "safe enough" to make the delivery. The USPS management does take a very proactive stance to stop letter carrier from being bitten by dogs, but we should be delivering the mail unless it is unsafe to do so. I should clarify that the decision might be up to the individual letter carrier whether or not they feel it is safe or not. I am quite afraid of dogs myself but have never not delivered mail due to a dog on the property. They have always been behind a screen or storm door or on a leash where they can't get to me. I know my answer to you is a bit vague, but carrier safety is the number one priority. Having said that there is sometimes a varying opinion on what is safe and what isn't and I'm not sure who gets to make the ultimate decision.
If it was a blank envelope with cash in it, I have no idea how it can be retrieved. I know this doesn't help you, but I'd have just left the item in the box if I saw no postage and no address on it. The letter carrier probably put it in the outgoing mail which is usually sent to a processing facility. There'd be no way to trace it back to your mother's address. To answer your question, I'd surmise that the envelope containing the cash is gone forever.
I guess that's okay if the lady in the apt. office has access to the mailboxes. Some buildings and apt. complexes have different procedures about who delivers the mail. I don't know how that is determined. Where I deliver mail, any multi-unit building or complex has the mail delivered to each unit by a USPS employee. The building or apt. complex staff has no access to the cluster boxes. I can see how this differs because we generally don't deliver mail on university campuses to each students mailbox. The same would go for an extended stay hotel or long-term care facility. I just hope you haven't had delivery issues with receiving your mail from the lady who puts it into your box. This would be unfortunate because if you complained to the USPS about this, they may say ask the lady in the apt. office who may or may not be easy to deal with. Thank you for your question.
